Disadvantaged Business Enterprise Program

Calling all minority and women-owned businesses!

Have you considered working on state and/or federally funded highway construction projects? The North Carolina Department of Transportation’s Office of Civil Rights can help you pursue that option.

The NCDOT Office of Civil Rights is seeking firms that specialize in construction and maintenance work, including but not limited to: concrete, rebar placement, seeding, mulching, temporary fence installation, pipe installation, drainage structures, mowing, litter pickup, hauling, curb and gutter, fence installation, and guardrail installation.

If your business is at least 51% owned, operated, and controlled by minorities or women, please consider becoming a part of the Disadvantaged Business Enterprise (DBE) Program.

Conditions of the program:

  • The business must have not exceeded an average of $23.98 million in gross annual receipts over a three-year period; and
  • The owner’s personal net worth must be less than $1.32 million.
